STORMWATER MANAGEMENT (MS4)

The federal Clean Water Act prohibits the discharge of pollutants into waterways without appropriate permits and seeks to diminish the overall discharge of pollutants. Pennsylvania’s legislation to comply with these requirements is Act 167 or the PA Stormwater Management Act, which created the MS4 Program. MS4 stands for Municipal Separate Storm Sewer System and is the shorthand for the Township’s program to control the runoff of pollutants.
In order to comply with the Township’s obligations to control the runoff of pollutants, the Board of Supervisors joined in the Wyomissing Creek Watershed Coalition, which joins Brecknock with Cumru Township, Mohnton Borough, the City of Reading, Shillington Borough, Spring Township, West Reading Borough, and Wyomissing Borough.
Included here is the Coalition’s TDML Permit, which was awarded in September 2017.
Residents may refer to this booklet included the left, which details ways that homeowners can diminish the pollutants that can runoff into water bodies. There are also helpful links that can be found here:
